Don’t Blame Bargaining for Phoenix Failures

Earlier this month, PSPC Minister Carla Qualtrough asked me if I would be willing to negotiate simplifying some of the pay rules bargained over decades that, some claim, contribute to the dysfunction of the federal pay system. My answer was yes – provided it doesn’t result in any loss of pay to our members.

But my willingness to bargain changes in the practical best interests of our members should not be mistaken for believing such pay rules are inherently dysfunctional, or that Phoenix failures are the fault of bargaining or – far from it – of unions.

AFS / VFS

The Canada Revenue Agency (CRA) and the Professional Institute of the Public Service of Canada (PIPSC), Audit, Financial and Scientific (AFS) Group reached a tentative agreement on September 23, 2017.

The PIPSC-AFS is responsible for the ratification process and will be holding an information session to explain the terms of the tentative agreement. The Information session is open to all PIPSC-AFS members who have not attended a session yet.

The Board of Directors has met for two full days and did not get through the entire agenda. The following is a report from the open session portion of the Board meeting from 13th and 14th of October 2017.
