The Professional Institute of the Public Service of Canada, a national union representing over 70,000 professionals and scientists throughout Canada, requires a Senior Information Technology Project Manager for a 16-month term for its National Office in Ottawa.

What can I expect to do in this role?
Reporting to the Director, Information Technology and Program Management, the Senior IT Project Manager leads and manages key IT and business projects, provides strategic advice to senior management, project/change management guidance to team members, and facilitates the adoption and integration of consistent project management practices within the team.
Primary responsibilities:
- Prepare management reports and make recommendations on IT and business project progress, impact and implementation, including measures to address risks and potential deviations from plans.
- Facilitate issues management to ensure quality throughout the project life cycle and manage the impacts of resource constraints through re-planning and resolving competing resource requirements.
- Prepare and present detailed project plans and objectives, including charter, work breakdown, resource plans (including staff level and qualification requirements), schedules, dependencies, budgets, risk and contingency plans, change management plans, controls and acceptance plans.
- Develop and administer change management plans and communications
. - Manage all aspects of assigned IT and business projects to completion, including preparing, maintaining, and applying detailed project management plans and coordinating work of assigned team members.
- Regularly consult, collaborate and communicate with senior management, key stakeholders, suppliers, and service providers to keep abreast of, and convey, organizational objectives, technology and solutions, and to facilitate decision-making at the program (i.e., project management portfolio) or project level.
- Liaise with vendors and contractors to explore technology and service capabilities, establish their cost, and assess against organizational/budgetary requirements. Contribute to the development and implementation of technology roadmaps.
- Develop requests for proposals (RFPs) and participate in the assessment of bids.
- Participate in multi-disciplinary teams assigned to special projects and work collaboratively with employees in other sections.
- May be requested to undertake other related duties as required.
Knowledge and Experience Requirements
Education / Experience:
- University degree and a project management professional (PMP) certification
- Five (5) to eight (8) years extensive and progressively responsible experience in Project Management and RFI/P development or
- An equivalent combination of education and experience.
Language requirement:
- English is required
- Proficiency in both official languages (English and French / written and oral) is an asset
Skills and experience required:
A thorough knowledge of and experience in:
- Requirements gathering and documentation
- Project management methodologies, techniques and best practices
- Scope and change management in multi-technology environments
- Technical and business documentation
- Agile and Waterfall methodology hybrid
A sound knowledge of:
- IT platforms and associated interdependencies in project portfolio management, existing Information Management and IT fields
- IT policies, standards and procedures
- Project lifecycle of business solutions
A good understanding of:
- Software development
- Application integration and delivery

- Business planning and administration
The ability to:

Compensation Package
- Salary Range: $111,108 to $138,884 (G7)
- Group Benefits (Health, Dental)
- Vacation (4 weeks/year) and other generous paid leave
- Paid time off from December 27th to 31st
Note
Preference will be granted in accordance with the Collective Agreement for the IAM local 3011 bargaining unit.
