Minutes of the IRCC National Consultation Annual Team Meeting

1. WELCOME
The Chair welcomed everyone to the meeting, followed by introductions.

a) Discussion on What is Consultation and Co-development?
We reviewed the Policy on Union-Management Relations: Consultation and Co-development for the benefit of our stewards who joined the National IRCC Consultation Team.

***note that Jean Boulet is nearing a retirement date and is on call to step in if we have any unrepresented meetings until he sets off into the sunset.
c:) Discussion on comparing role of IRCC NHQ Branch vs IRCC National Consultation
We discussed the importance of having both the IRCC NHQ Branch and IRCC National Consultation. The IRCC NHQ Branch will continue to be responsible for engaging members and organizing member events, such as lunch and learns. The IRCC National Consultation Team will continue its role in escalating our members’ issues through union-management consultation. In addition, communicate important information to our members via the IRCC Consultation Newsletter.
d:) Newsletter
We will continue with the newsletter. The newsletter will be released quarterly following each Working Group on Consultation and Advisory Council Meetings in both official languages to our PIPSC members at IRCC. Next newsletter will be the spring edition.
e:) Review of the IRCC Consultation Teams of Reference
Current Consultation Terms of Reference for IRCC:

Patrick will update the consultation teams Terms of Reference for IRCC by adopting the Working Group on Consultations – “Template for Small Departments” and provide a draft at the next scheduled meeting.

f:) Review of the Phoenix Standard Toolkit
Patrick provided physical copies of the Phoenix Standard Toolkit. We went through all the procedures on how to deal with individual members issues when it comes to Phoenix.

g:) Consultation Updates
Vegreville Relocation – Patrick updated that the relocation is scheduled for September 2018 and that we have 4 affected CS’s. Two CS’s are scheduled to commute or move to Edmonton. Patrick who works for EIAM (Creamzie group) was approved to work remotely from Vegreville after the move. Rob Ewanchuk an SSC employee will also work remotely from Vegreville. Meetings are ongoing.
Phoenix: IRCC Labour Relations contacted Patrick and said that if any of our IRCC stewards are contacted by PIPSC members with Pay Issues and you have to take time to assist your members. It is leave with pay and if your team leader\supervisor has an issue with the time you’re using to deal with Phoenix issues then to contact Patrick. Labour Relations will contact the team leader\supervisor if there is any issues.
4. ROUND TABLE
Patrick asked that everyone on the Consultation Team provide him with an alternate email address so we can hold discussions if needed off the government network. Note that if you have or sign up for a PIPSC email account it can be accessed from your IRCC workstation.

The next meeting will take place by Teleconference Call TBD (Ottawa Time).
