It is my pleasure to submit the 2018 By-Law Committee Report on behalf of the SP Group National Executive. With 9 different occupational groups under the SP umbrella, our SP By-laws and Constitution needs regular review and update.
- Established May 27, 2016, the SP By-Law Committee comprises:

I would like to thank all our dedicated committee members for their time and consideration!
- The main objective of our 1st meeting of May 27, 2016 was to discuss planning and approach. In addition, Sean O’Reilly (2016 Chair, By-law & Policy Committee, BLPC) provided by-law process and procedural information. Sean recommended we use the Model Group Constitution as the template for amending our SP By-Laws. The Model is updated annually by the BLPC.
- Therefore, the SP Group By-Law was reviewed against model group constitution and changes made to substantial portion of SP Bylaws.
- A list of historical By-Law issues and discrepancies was solicited from the SP executive.
- As a result, the committee was asked by the SP Executive to focus on 3 priority bylaw amendments. Comments were received and subsequently discussed with the 2017-18 By-law & Policy Committee under the direction of Nancy McCune, as Chair.
- Timeline: This is a process that needs approval from our own Group Executive, a review and normally approval from the PIPSC By-Laws and Policies Committee, our SP Group AGM motion and approval process, must be bilingual in content and translated prior to the AGM, and after approval at the SP AGM, must be sent to the PIPSC Board of Directors for final approval. All told a timeline of up to a year or more.
- Next step: the SP Group By-Law reviewed against model group constitution and changes made to the more thought provoking aspects of the SP Bylaws.
