- Call to Order
At 2:05 p.m., President Yvon Brodeur welcomed all members and guests.
- Approval of Agenda
It was suggested that Julie Labbé's presentation be moved to the beginning of the meeting. Adopted as amended.
- Presentation on choosing a retirement home (Julie Labbé)
Julie Labbé, consultant for private seniors' residences, pointed out that Quebec will reach a peak in the number of seniors and retirees in 2031. She said that there are no new constructions that will create residential spaces. She explained the consultation process, the tax credits for home support in Schedule 6 of a lease. Over the past few years, more than 200 seniors' residences have closed. Ms. Labbé will recommend someone who can provide information on a service that can help to complete a request for assistance in dying.
- Approval of the December 4, 2023, AGM Minutes
The minutes were circulated to participants prior to the meeting. Two typos have been identified: in point 5, correct the name “Brodeur”; in point 8, correct the number of participants to “thirty”. Adopted as amended.
- Matters Arising from the Minutes
There were no amendments.
- President’s Report (Yvon Brodeur)
The section submitted improvements to the renewal letter to the Guild, but received no comments. The majority of the executive attended the AGM of the Quebec City branch of the Federal Superannuates Association at Patro Roc-Amadour. The meeting was attended by over 100 people, and several partner booths were present. The association also had a booth at the Salon FADOQ in Quebec City. As a volunteer, Yvon was invited to the association's volunteer recognition dinner at Le Parlementaire. Yvon also attended several meetings of the Institute's Quebec City chapter. Several executive members attended the National Guild AGM in Toronto. Some bylaws have been modified. Yvon had a conversation with the future president of the Institute, Sean O'Reilly, about the role and possibility of the Guild.
- Financial Report and Budget (Réjean Michaud)
Treasurer Réjean Michaud presented the 2023 financial statements and the 2025 budget. Adopted as presented.
- Election (Réjean Michaud)
Elections Chairman Réjean Michaud reported that there was a vacancy for the position of Director. He asked if there were any nominations for the position. No appointments were made and no nominations were received prior to the meeting. The position will remain vacant.
- News from the Retired Members Guild (Sylvia Boucher)
Sylvia Boucher, President of GMR National, has set her sights on enhancing the value of retirees to the Institute, increasing recruitment, maintaining the Guild's relevance, improving communication with members, and making a few changes to the bylaws.
- Report by the Québec City Branch Representative (Caroline Levasseur)
Unfortunately, President Caroline Levasseur couldn't be with us today. At the Institute’s 2024 AGM, delegates adopted the proposal to change the name “Chapitre” to “Section” in the French-language bylaws. Guy Abel, section secretary, reported on the section's activities over the past 12 months (AGM, holiday happy hour, pension information session, movie matinee, baseball night and mobilization against the return to the office).
- Other Business and Miscellaneous
- It is proposed to take part in a community activity to enhance the image of federal retirees and civil servants.
