The agreement between PIPSC and Treasury Board regarding the terms and conditions of employment for RCMP Civilian Members (CMs) comes into effect on November 27, 2025. This marks a historic milestone in strengthening the workplace rights and providing more stability for CMs.
On October 30, the RCMP confirmed that leave banks will be automatically adjusted to include the additional 37.5 hours of one-time leave. The 40-hour vacation adjustment will be manually added. Both of these leaves will appear in a single leave bank that is excluded from the carry-over and liquidation of vacation leave provisions in your collective agreement.
In the coming months, PIPSC will host a series of webinars to help CMs better understand the new agreement and its benefits, and how to stay informed, engaged, and represented through their PIPSC groups.
We encourage you to review the details of your new agreement and become familiar with how these changes affect you:
- RCMP CM Specific Provisions – SH Group
- RCMP CM Specific Provisions – IT Group
- RCMP CM Specific Provisions – SP Group
- RCMP CM Specific Provisions – CP Group
- RCMP CM Specific Provisions – RE Group
- RCMP CM Specific Provisions – NR Group
- RCMP CM Memorandums (for example, those items outside the collective agreement)
- Summary of Changes
We also recommend that you check our PIPSC web pages to stay up-to-date on upcoming items.
As we take this next step, we continue the important work of building a stronger culture of labour rights and solidarity among CMs. Every CM has a role to play – your voice, participation, and support help shape the union that represents you. PIPSC is here to stand with and support you, and ensure your rights and voices are respected in every workplace.
