The CS Bargaining Team remains committed to securing the collective agreement that our members deserve.

The CS Group continues to negotiate with the Treasury Board in order to explore all of the issues unresolved at this time. They include elements from the Central Table deal that was signed last year with other PIPSC Groups.

PIC process continues

Our team is working on our submission to the Public Interest Commission (PIC). This panel will hear arguments from both sides and then makes recommendations for an agreement.

We can now announce the composition of the PIC:

  • Michael Wright, an attorney from Toronto, representing the CS Group
  • Lynn Handen, representing the employer
  • Allan Ponak, PIC chair

We are encouraged by the calibre of talent of the PIC. It is scheduled for June 2020, however, as in-person meetings have been cancelled across Canada, we are working with the employer and the members of the PIC to determine how to continue this process.

The priorities we will bring to the PIC include:

  • a base wage increase of 7% over the next 4 years
  • 1.5% pay increase for pay parity with other IT workers in the federal government
  • 3% market wage adjustment to address salary increases in the overall labour market
  • protection and clarification on call-back provisions
  • better Employee Performance Reviews process that includes training plans
  • increased overtime pay that includes double time for each hour worked on a designated paid holiday and double time for each hour worked on a regular day of rest before or after a designated paid holiday.
  • An increase from 37.5 to 45 hours leave for Family-Related Responsibilities
  • clarity on members’ rights and responsibilities in a telework situation

The central agreement items include: 

  • parental leave top-up expanded by five weeks when both parents work for the federal public service
  • a historic win of 10 paid days of leave for survivors and victims of domestic violence
  • each member with a ratified contract will receive a $400 compensation for the extended implementation of this new contract
  • language on harassment that for the first time in the Canadian public service enshrines the right of a worker to a workplace free of harassment and violence
  • PIPSC collaboration with Treasury Board to replace Phoenix is secured
  • members returning to work from parental leave will no longer be obligated to repay top-up if they move between departments and agencies for a new role
  • if you are owed retroactive pay and you do not receive it within 180 days, compensation of $50 will be awarded on day 181, and again every 90 days to a maximum of $450
