Review of the meeting with Manon Dubé regarding staffing: acting appointments of team leader (vacation replacements and others) should be made if the period exceeds 3 days in order to enforce the collective agreement.

Pascal Mondor presented Alexandre Martel with the performance expectations for PAREC, AU-03 and AU-04 and asked the union to review them. Pascal indicated that the expectations for the CS-02 would be the same as last year and that Martin Juneau should prepare the expectations for the CS-03. Alexandre Martel obtained last year’s expectations for the CS-02 expectations from the only employee on the floor in order to review them. There are no expectations prepared by management for AU-05, but the union is of the opinion that there should be.

Analysis of CS-02 performance expectations, year 2019-2020:

  1. In the preamble CS-02 Computer Investigations remove “conduct or assist ... in very complex cases” and replace with “conduct investigations ... or assist in complex cases”.
  2. In item 1 remove “prepare work plans” and replace with “assist in the planning and conduct of investigations”.

Analysis of PAREC performance expectations, year 2019-2020: 

  1. In Performance Indicators: remove “quality investigation plan” and replace with “follow the investigation plan prepared by the assigned investigator”. 
  2.  Performance Indicators: remove “adherence to timelines set out in the investigation plan” and replace with “completing tasks set out in the approved investigation plan”.
  3. Under Performance Indicators: remove “quality and efficiency of interview preparation and conduct” and replace with “prepare for and attend interviews”.
  4. In Performance Indicators: remove “to the AU-03/AU-04/AU-05 investigator” and replace with “to the AU-03 investigator”.
  5. In Performance Indicators remove “filing of investigation documents...” and replace with “assisting the assigned investigator with filing of documents according to the templates and procedures provided by the Ringtail/Evidence Management Committee...”.
  6. In Performance Indicators remove “active involvement in the program...”. “and replace with "support and participate in divisional training initiatives".
  7. In Performance Indicators Objective 2 remove “quality of legal reports and documents” and replace with “prepare worksheets and various documents to assist assigned the investigator”. Place this language under Objective 1 and delete Objective 2.
  8. Delete Objective 3

Analysis of AU-03 performance expectations, year 2019-2020: 

  1. In objective 1 remove “to the AU-03/AU-04/AU-05 investigator” and replace with “to the investigator”.
  2. In Performance Indicators remove “quality investigation plans completed and approved...” and replace with “prepare quality investigation plans in accordance with details and timelines discussed with the team lead”.
  3. Delete “regularly communicate progress and developments with the Team Lead”.
  4. In objective 1 remove “to the AU-03/AU-04/AU-05 investigator” and replace with “to the investigator”.
  5. “Quality of reporting” is quite a subjective term.
