Damages Caused by the Phoenix Pay System
More details on the announcement of July 8th, 2019 agreement between the Professional Institute of the Public Service of Canada for the Audit, Financial and Scientific (PIPSC-AFS) Group and the CRA that was signed for its members regarding Damages Caused by the Phoenix Pay System.
For better clarity, the agreement timelines for leave carryover are as follows:
For fiscal year 2019/20 only, any additional leave credits earned as a result of the MOA for fiscal years 2016/17 to 2018/19 shall be excluded from the application of paragraphs 15.07(a) of the Agreement between the CRA and PIPSC dealing with carry-over and/or liquidation of vacation.
This will give AFS members over a year to utilize the leave granted for 2016/17 to 2018/19.

ANNEX A
The Canada Revenue Agency and the Professional Institute of Public Service Employees, Audit, Financial and Scientific Group (PIPSC-AFS) agree to implement, in the same manner and within the same timeframes, the terms of the Memorandum of Agreement (MOA) with regard to Damages Caused by the Phoenix Pay System, agreed to by the Treasury Board of Canada and the Core Public Administration (CPA) Bargaining Agents.
References to “Core Public Administration” or “CPA” are to be interpreted as the “Canada Revenue Agency”.
References to “Core Public Administration bargaining units” or “bargaining agents” are to be interpreted as “PIPSC-AFS” except in clause 35 where “bargaining agent” retains its original meaning.
References to “The Treasury Board of Canada” or the “Employer” are to be interpreted as the “Canada Revenue Agency” except in paragraph 35 where “employer” means “The Treasury Board of Canada”.
References to the “Directive on Terms and Conditions of Employment” are to be interpreted as referring to the Canada Revenue Agency Directive on Terms and Conditions of Employment.
As the “Canada Revenue Agency” is not subject to the Public Service Employment Act (PSEA), references to the PSEA are to be interpreted as referring to the Canada Revenue Agency Policy on the Staffing Program.
