In the May 24, 2017 communiqué, the AFS Group provided information concerning the settlement reached on May 9, 2017, in regard to the volunteer to personal day grievances.

The purpose of the present communiqué is to provide supplemental information to the May 24, 2017 communiqué.

Grievors

Pursuant to the May 9, 2017 settlement, the CRA must credit 7.5 hours of personal leave to all AFS bargaining unit members who used volunteer leave hours under article 17.22 of the 2009 collective agreement and who have already submitted a grievance regarding their personal leave entitlement in accordance with the 2012 collective agreement.

For grievors no longer employed, the CRA will pay 7.5 hours of compensation at their rate of pay on March 31, 2013.

Grievors seeking confirmation whether the CRA acknowledges their grievances may attempt to obtain such confirmation by contacting the CRA directly.

However, if you are a Grievor and do not receive your credit or compensation by September 18, 2017, it is recommended that you file a grievance by no later than end of business day on October 16, 2017 to ensure your rights are protected. You are also encouraged to contact your local AFS Steward and/or Employment Relations Officer for assistance in doing so.

Non-Grievors

Pursuant to the May 9, 2017 settlement, AFS bargaining unit members who used volunteer leave hours under article 17.22 of the 2009 collective agreement but who have not submitted a grievance regarding their personal leave entitlement, had until June 9, 2017 to provide the CRA with information proving that they had applied for personal leave in excess of 7.5 hours during the period of April 1, 2012 to March 31, 2013, and that it was not granted for reasons other than operational requirements or not giving the requisite minimum five (5) days’ notice.

In the event the CRA does not credit these AFS bargaining unit members within the 90 business days after providing the CRA with the information in question, members are encouraged to contact their local AFS Steward and/or Employment Relations Officer and immediately file a grievance to ensure their rights are protected.

The personal leave credits resulting from the above settlement will expire at the end of the 2017-2018 fiscal year.
